GALLIPOLIS — Gallipolis City Commissioners passed a motion approving a general bond order for a $100,000 grant obtained by the Gallia County Historical Society during their regular meeting Tuesday.
The city approved the bond as a guarantee to the state in case the historical society would happen to fold before the 15-year grant runs out. If the historical society were to fold, the city would be on the hook for paying back part of the grant money, although the building would then revert to the city.
In other action, commissioners:
• Met with the Gallia County Commission to discuss the Green Sewer project.
The county requested privilege of the floor to review the matter, though the issue was not talked about in open session as the city moved to go into executive session to discuss legal matters related to the project. It was stated that no action would be taken following executive session.
• Approved application for a Byrne Memorial Grant that could fund a probation officer for Gallipolis Municipal Court for 18 months. The state grant includes a 25-percent local match.
• Passed the first reading of an ordinance authorizing the city manager to submit an application for the paving of city streets through the Ohio Department of Development’s 2009 CDBG grant.
According to the ordinance, Gallipolis is eligible for funds under the Small Cities CDBG Formula Fund Allocation and the city hopes to utilize it for paving purposes. In addition, the ordinance authorizes the city manager to enter into agreement if the grant is awarded and Gallia County to administer and implement the grant.
• Passed the first reading of an ordinance authorizing the city manager to submit an application for funding under the community corrections act to fund jail and prison diversion programs and to enter into agreement if the grant is awarded.
• Placed the first reading of an ordinance accepting and rejecting bids for water and sewer maintenance for supplies, hydrants, and meters.
Out of eight bids submitted, six were accepted as being the lowest and most responsible for portions of supplies contained in the bid list, being C.I. Thornburg Co., Huntington W.Va., Consolidated Pipe & Supply Co., Debord, Ky., Crescent & Sprague, Marietta, HD Supply Waterworks, Columbus, Ferguson Waterworks, Marietta, and Utility Service & Supply Inc., Monroe.
If this ordinance passes its second reading, contracts are to be awarded for line items in accordance with the bid list.
• Placed the first reading of an ordinance repealing a 2000 ordinance that establishes guideline for the city’s employee fund the commission has an appropriation line in the general fund used to pay expenses related consoling employees and their families during difficult medical or bereavement times or to reward employees for above average performance of duties.
