AMP plant meetings scheduled

RACINE — What seems like a never-ending cycle of meetings concerning the American Municipal Power-Ohio coal-fired power plant continues with two local meetings scheduled for April.

The Ohio Environmental Protection Agency will hold a hearing on AMP-Ohio’s pending Water Quality Certification at 6:30 p.m. Wednesday, April 2 at Southern Elementary School. In addition, an informational session on AMP-Ohio’s Solid Waste Permit-to-Install application will be held at 6:30 p.m. Wednesday, April 16 at Southern Elementary.

The OEPA’s job in terms of the 401 Water Quality Certification is to review applications regarding projects that would physically impact waters of the state, including streams, lakes and wetlands. Their review includes evaluating proposed impacts to isolated wetlands which are not connected to other surface waters.

The OEPA, along with guidance from the United States EPA, has developed water quality standards specifically for wetlands. According to the EPA, wetland water quality standards are important because they are the primary tool used in water certification decisions.

Water quality standards have three primary components: Designated uses, criteria to protect those uses, and an antidegradation policy. States designate uses based on the functions and values of their wetlands. At a minimum these uses must meet the Clean Water Act’s goals to protect and propagate fish, shellfish, and wildlife, and for recreation in and on the water.

The meeting on April 2 will offer residents a chance to voice support or concern about the issuance of the 401 Water Quality Certification.

The Solid Waste Permit-to-Install application refers to the landfill association with the proposed plant. The meeting on this application, unlike the Water Quality Certification, is not a hearing but only meant to educate the public about the application, the OEPA’s role in reviewing the permit and the role citizens can play.
