GALLIA COUNTY — With all the votes counted, the unofficial results of Tuesday’s general election have not changed in terms of local, regional and state issues.

Ohio voters statewide defeated Issue 1 and Issue 2 on Tuesday’s ballot.

Issue 1 has been defeated each time it has been placed on the ballot since 1932. Issue 1 would have established a convention to change the constitution. Issue 1 was defeated by a 68.28 percent to 31.72 percent throughout the state. Gallia County residents reflected the feeling of the state as a whole, with 73.66 percent voting against the issue.

Issue 2 would have established a commission to redraw district boundaries. Issue 2 was defeated by a vote of 63.45 percent to 36.55 percent in the state. Gallia County stood strongly against this issue, as well, with 70.81 percent voting against it.

Voters in Gallia County were in support of the only county-wide issue on Tuesday’s ballot — the levy in support of the Gallia County General Health District — according to the unofficial results provided by the Gallia County Board Elections on Tuesday evening.

After absentee ballots for 18 precincts in the county were counted, a total of 59.46 percent voted in favor of the replacement levy. A total of 7,078 votes were cast in favor of the issue and 4,825 were cast against it.

The 10-year replacement levy will not exceed five-tenths mill for each one dollar of valuation. This equates to five cents for each one hundred dollars of valuation. The levy will first commence in 2012 and will be first due in 2013 and will go toward providing sufficient funding to meet the needs of the general health district in Gallia County.

In Gallia County’s Ohio and Guyan Townships, the District 2 Fire Levy passed with 69 percent of the vote.

Three precincts voted to pass the Raccoon Fire Levy, including Raccoon Township, Centerville Village and the Village of Rio Grande. The levy passed with 72.98 percent of the vote.

A separate fire levy was on the ballot for the Village of Rio Grande, and it narrowly passed with 95 votes for and 92 votes against the measure, according to unofficial results.

Four precincts voted to pass the Springfield Fire Levy with 69.78 percent of the vote.

In Green Township, precinct one, residents voted down a local option that would have allowed the Sunday sale of wine and mixed beverages at the carry out/grocery store located at 3749 Jackson Pike, with 215 against and 172 for, according to unofficial final numbers.

In the sixth precinct in Green Township, voters narrowly defeated an option to allow the sale of beer, wine and mixed beverages at the Par Mar store located at 2943 Ohio 141. A total of 368 votes were cast against the option, while 194 against to 174 in favor of it.

Unofficial results posted immediately after the election by the board of elections indicated a tie in relation to the option that would allow Sunday beer sales between 10 a.m. and midnight each Sunday at the Par Mar store. The option, if passed, would have only been in effect if the liquor permits for the convenience store had been approved by voters on Tuesday. However, as absentee and provisional ballots were counted, the measure failed with a vote of 220 against to 147 for the issue.

In Huntington precinct, voters approved one local option and denied another related to the sale of alcohol at the Par Mar store located on Ohio 160 in Vinton.

According to unofficial results, a total of 174 ballots were cast in favor of allowing the sale of beer, wine and mixed beverages at the convenience store. A total of 128 ballots were cast against the option.

In contrast, the option to allow Sunday beer sales at the store between the hours of 10 a.m and midnight was denied by voters in Vinton, with 158 voting against and 146 voting in favor of the option.

In addition to the passage of their income tax increase, voters in Rio Grande Village also approved an option that will allow the sale of beer at Winston’s Brew Thru and Deli located at 100 Ohio 325 South.

The option passed by a margin of 133 votes to 60.

In the precinct five in the City of Gallipolis, several issues related to the sale and consumption of alcohol within the precinct were on the ballot.

Six liquor options in the city’s fifth precinct passed, while three failed by small margins. The failed options are related to the sale of beer for off-premises consumption.
