GALLIPOLIS — The resignation of Rick Bowman, principal at Rio Grande Elementary School, was accepted by the Gallipolis City Board of Education in a special meeting Monday.

Bowman’s resignation, due to retirement, was effective July 1.

The board also took a new vote on a personnel employment matter from its last regular meeting on June 17.

In personnel matters, a majority vote of the board is required. Because only three board members — enough for a quorum — were in attendance on June 17, the 2-1 vote on the matter was declared null and void. According to law, a vote by quorum is not acceptable for employment decisions.

On Monday, with all five board members present, the item was again presented for a vote and passed 4-1, with Board President J.R. Sauer dissenting.

The matter was the employment of retired teachers — Jerry Davis, Tina Haney and James Osborne — in accordance with Gallipolis Education Association Agreement Article 8 pertaining to compensation for retired teachers.

In other action Monday, the board approved change orders and accepted the insurance proposal for property, fleet and general liability from SORSA in the amount of $48,172. The agent of record is The Wiseman Agency Inc.

The board also met in executive session to discuss hiring of public personnel and personnel issues.
