CHESHIRE — Gallia County Sheriff Joe Browning met with approximately 35 village of Cheshire residents Thursday evening to bring them up to date on a work release center proposed for the former Guiding Hand facility next to Gallco.

Browning informed the crowd that a definite site had not been selected for the center, but that they are looking into the local building because it contains many of the features they’re looking for, such as showers, a kitchen and a gym.

Basically, Browning said the jail is overcrowded, yearly food costs total more than $100,000, medical expenses are high and a work release center would be a good way alleviate the jail population, provide food for inmates and cut down on their medical expenses.

The center would only be an option for certain categories of inmates, he said, convicted, non-violent offenders who may have violated the terms of their probation. The facility would house between 25 and 40 probationers, with at least two corrections officers or deputies on staff at all times.

Residents voiced a number of concerns about safety issues such as the types of inmates to be housed in the center, the number of staff monitoring the facility, inmates escaping, walking onto their property, being released into the village and interacting with Cheshire residents or Gallco clients.

Browning and Mike Smith, chief probation officer for Gallipolis Municipal Court, assured residents that the inmates would be monitored closely and would have to be driven away from the center. They added that there is no reason for probationers to attempt escape since they have the option to sign themselves out if they so choose.

Residents also questioned the impact the center could have on their property values and its possible expansion in the future. Browning and Smith attempted to answer all questions posed and alleviate residents’ concerns, but many citizens left the meeting unconvinced.

The center has been proposed for a six-month trial basis and is being modeled after a similar facility in Muskingham County, Browning said.
