GALLIPOLIS — During a special Gallipolis City Commission meeting this past Tuesday, the city commissioners unanimously passed an emergency resolution that will support a iconic Gallipolis landmark in its effort to receive funding for a remodeling project.


The resolution in support of the Our House Museum application to the Ohio Historic Preservation Office will help the organization receive Certified Local Government Program funds to help repair brick on the historic building, replace a chimney and fix stones along the building’s foundation, according to Gallipolis City Manager Randy Finney.


The Our House Museum, located at 432 First Avenue in Gallipolis, was established in 1819 and is currently operated by the Friends of Our House Committee.


They are open each year from Memorial Day Weekend through Labor Day Weekend and are closed through the winter months.


Finney reported on the resolution regarding the Our House during a special meeting held earlier this month, stating that the resolution needed to be passed prior to February 1 as the museum would need to submit the city’s resolution along with their application. Due to this deadline, as well as deadlines concerning other emergency ordinances that came before the commission during their last meeting on January 21, the commission moved to table the agenda as Commission Vice President Jay Cremeens was absent from the meeting, and, as such, the proposed emergency legislation brought before the board could not be passed as such.


The commission subsequently scheduled Tuesday night’s special meeting to pass the emergency ordinances and resolution. However, as all five members of the commission could not be present at the meeting on Tuesday, Commission President Steve Wallis opened the meeting at the municipal building on Third Avenue before adjoining the meeting and reconvening at a location on Grape Street where all five commissioners could meet.


During this time, the commission passed a second reading of an ordinance directing the city manger to fund change order number one with Doll Layman for the relocation of AEP primary feed for the WPCF (Water Pollution Control Facility) headworks. Wallis abstained from voting on this ordinance in order to avoid a potential conflict.


Also passed were two emergency ordinances. The first ordinance directs the city manager to enter into a letter of agreement with Jeanne Ingles, FNP-BC Family Practice for health care services for City of Gallipolis employees.


The commission further unanimously passed an emergency ordinance that will allow the city manager to enter into an agreement for the lease of vehicles for the Gallipolis Police Department through the State of Ohio Cooperative Purchasing Program.


After adjourning and reconvening at the Gallipolis Municipal Building on Third Avenue, the commissioners subsequently held a budget study in regard to the 2014 proposed budget.


The next Gallipolis City Commission meeting will be held at 7 p.m. on Tuesday, Feb. 4. Prior to the regularly scheduled meeting, the commission will meet at 5:30 p.m. to again review the proposed 2014 budget. Following, at 6:30 p.m., the public is encouraged to attend a second public hearing in regard to the city’s application for Community Development Block Grant (CDBG) funding under the Residential Public Infrastructure Grant (RPIG) Program for the Water Pollution Control Facility improvement project. Comments are welcome on the city’s proposed RPIG application.
