NOTICE AND EXPLANATION OF APROPOSED ACTION IN A 100-YEAR FLOODPLAIN2/4/2014 To: All Interested Agencies, Groups, and Individuals: The Gallia County Board of Commissioners has conducted an evaluation as required by Executive Order 11988 in accordance with HUD regulations at 24 CFR 55.20 to determine the potential affect that its activity in the floodplain will have on the environment. The project being considered is the Guyan Township (Gallia County Engineer), Guyan Township Bridge Replacement Project, located in Guyan Township, to include replacement of three bridges located on county roads as follows: Rocky Fork Bridge, John’s Creek Bridge, Cecil Road Bridge, funded with CDBG Community Development grant. The Gallia County Board of Commissioners has determined that approval of the project will have no significant impact on the environment for the following reasons:1. Gallia County and Guyan Township are participating jurisdictions in the National Flood Insurance Program.2. Bridges are already in existence and will be replaced with minimal impact to the environment and a positive impact to the stream area with new bridges.3. The following mitigation measures will be implemented: Best construction practices will be adhered to in order to minimize erosion into public waters. Project has been designed so there will be no loss of flood storage capacity as a result of the project and that groundwater recharge will not be impacted.4. The projects positive impact of replacing three structurally deficient and functionally obsolete bridges outweighs the minimal impact to the environment. Any interested person, agency, or group wishing to comment on the project may submit written comments for consideration to the Gallia County Board of Commissioners at the following address by 4:00 p. m. on 2/11/2014, which is at least 7 days after the publication of this notice.
